    Azərbaycanda rektordan tutmuş məhkəmə hakimlərinə, ombudsmana qədər prezident təyin edir. Ekspertlərin fikrincə, bəzi hallarda prezidentin bütün səlahiyyətləri əlində cəmləməsi idarəetmədə problemlərə yol açır.
